New best practice guide offers procurement tips for housing sector

A procurement best practice guide and toolkit has been launched to offer practical support and guidance to the housing sector.

The document was officially launched at the echelon Conference earlier this month. It offers a step-by-step guide to the procurement process, highlighting examples of best practice and providing guidance to avoid the common pitfalls.

It has been put together by AMIP (Asset Management Improvement Partnership), a quarterly club for sharing best practice among social landlords, and CAMIP (Contractors Asset Management Improvement Partnership), the contractors’ equivalent, in partnership with echelon Consultancy.

“The Procurement Best Practice Guide and Toolkit 2018, which builds on the 2015 edition, brings together the vast experience of echelon Consultancy with that of members of our AMIP and CAMIP clubs,” said Mathew Baxter, managing director of echelon Consultancy. “It is borne out of a desire by AMIP/CAMIP members to drive forward improvements within the procurement process to achieve better results for the sector as a whole.”

Dame Judith Hackitt’s recent review of building regulations and fire safety highlighted the importance of the procurement process in kick-starting the behaviours that are seen throughout design, construction, occupation and maintenance, but all too often the process is rushed, and contracts are procured without due consideration.

This guide builds on of the experiences of AMIP and CAMIP members and the frustrations that they have faced during the procurement process.

“Getting procurement wrong can be costly in many ways, not to mention frustrating for clients and contractors alike,” said Dean Wincott, managing director of Langley Waterproofing Systems and chair of the CAMIP Steering Group, which has led on the creation of the toolkit.

“This document aims to help the sector to get the process right, achieving positive outcomes for individual organisations and the sector as a whole.”

The toolkit is built around the four ‘building blocks’ of a successful end-to-end procurement process – scoping, procurement, mobilisation and contract delivery, and details the key considerations for each stage.
